The former prime minister said he has never lodged a police report against anyone and would not start doing so.
"I never make any police report against anybody," he told reporters when met after the Pertubuhan Arkitek Malaysia (PAM) awarded him with the President's Award 2015.
Dr Mahathir said he did not have sufficient evidence to bring up a case against Najib with the authorities.
"I don't have enough evidence. I know the money is lost but I don't know where it is," he said.
Dr Mahathir said the only way to oust Najib from office would be through a vote of no confidence in Parliament.
The elder statesman said, however, that such a move required “sufficient” support from MPs.
Dr Mahathir has been pushing over the past several months for Najib's resignation over the controversy surrounding debt-laden investment firm, 1Malaysia Development Berhad (1MDB).
