Victims of land grabs by Cambodian's"ruling elite",Hundred of thousand of Cambodians have been affected as part of a widespread and systematic attack against the civilian population ,pursuant to state policy. The ruling elite illegally seized and re-allocated millions of hectares of valuable land from poor Cambodians for exploitation or speculation by its members and foreign investors. Anyone who resist is being shot,raped,wrongfully prosecuted,All this for the tiny elite ruling over the country to get richer and to retain power. Land grab victim are either sent to resettlement camps or left with nowhere to go.While Western countries have tried to condtion aid to human rights ,increasingly China is giving money without asking question according to spokesmen .Anyone can file a complaint with the office of ICC prosecutor Fatou Bensouda,and she must decide whether there is sufficient evidence to warrant an official investiagtion.The threat of a probe may encourage the Cambodian government to change its policies or pursuethe alleged crimesin the domestic courts.which would head off an ICC investigation.
